Khalel Dosmukhamedov is one of the prominent representatives of the Kazakh democratic intelligentsia of the early twentieth century. He was a well–known statesman and public figure, scientist, educator, and talented organizer of science, education, and healthcare in Kazakhstan and Turkestan.

The fact that Khalel Dosmukhamedov was a political fighter, an ardent patriot, a scientist, a holder of sacred art and an expert in his profession is a great example for young people. He supplemented his professional talent with knowledge, was fluent in Latin, Arabic, Persian, Turkish, Russian, German and French, as well as his native language. Thanks to Ozer's education, he is a leader, a scientist who has worked hard in biology, zoology, medicine, and politics.
